Yep. It's a deficiency of the APT system: the _all packages appear upgradable on all archs at a time in unstable (or bpo). This is a good reason why the packages have to be in sync between the archs before they can migrate to testing. The file is still available: http://www.backports.org/debian/pool/main/o/openoffice.org/ openoffice.org-common_2.4.0-4~bpo40+1_all.deb

You can always go directly to the pool during these transitional periods when the arch-indep packages have beent update but not the arch-specific ones.
