incoming queue changed

Hi

i just changed backports.org incoming queue to be a little more like the
one of Debian. We now also run the queued there, with one difference: It
wont send *ANY* mail. Never ever. It will never tell you when a upload
seems to be broken, wont ever tell you if it processed the commands
file, wont tell you when it moves files from the upload queue into the
archive processing queue.

But other than that - its just like Debian. Upload broken? Use dcut (or
upload a command file manually). :)

In case someone really wants it to send out mails - talk to me offlist
and i give you the source to the queued and a description of the
whitelist file dak uses. You have to patch the code to use this
whitelist file to only ever send mail there. I currently dont have time
to do this myself, but if someone else wants to have it, I accept patches. :)
