nobse said once on the list (i'm to lazy to search for it :), that for
most packages he is fine if someone else does updates for it.
In general, there is no very strong package ownership for backports
(except if the real real maintainer does the backport himself), but its
kind to ask the last uploader to avoid double efforts. Just make sure
that you don't break anything, in doubt, ask first or upload the
backport somewhere before, post the link here and let some users test it
(for those very few non-trivial backports only).
