why its nessesary to depend on cpp and gcc?

nagios2:~# aptitude -t sarge-backports install nagios2

This are the additional depencies:

It may a security risk to have compilers installed (cpp and gcc), so I would 
love to not have depencies to it. Is there any relevant reason todo so?
