Backport of subversion 1.3.2

Hi,

I just backported subversion 1.3.2 because I need the new path-based 
authorization for svnserve feature on a Sarge system:

http://www.stud.uni-karlsruhe.de/~uinx/debian/sarge-backports/

This package is very untested, so please feel free to test and to 
comment it.

Please do *not* upload it to www.backports.org yet.
