Nobody, it won't be updated before it is in testing. After that you can take
a look at: http://www.backports.org/~formorer/ where you can see who changed
the package last and who signed the upload, normaly the changer should be
fine to contact, but bpo don't follows the newest versionen if its not
necessary, so maybe the uploader decides he don't want to upload a new
version if no important version will be fixed with the upload, please accept it.
