No has to do with the font path in the rrd files
you can fix this temporary by adding
--font
DEFAULT:0:/usr/share/fonts/truetype/ttf-dejavu/DejaVuSansMono.ttf
to cgi scripts and in cacti by forcing the same font path
There is a difference in the contents... (1.11 vs 2.1)
I think the rrdtool package selects a font no longer available in new
package (so should be fixed upstream????)

If UNIX isn't the solution, you've got the wrong problem
