Normally, the salsa packages have 'unstable' in the changelog, which then get promoted to 'stable' by the sponsor.

... no, you push a package to non-free by adding non-free to the Section: in your debian/control. Please have a look for example at [1]. The other difference is, that there are no buildd, so you need to manually upload binary packages for all the needed architectures.
