The build log for amd64 is dated 2019-10-17 and shows that version 4.1.2+dfsg-3 of the opencv packages was used. The pkgconfig file opencv4.pc was introduced in 4.1.2+dfsg-4 which was accepted into unstable on 2019-10-18.
