On github, the latest version is 0.4:

I'd assume however that this was tagged by mistake only, since the 0.2.2
version is newer. Using pypi as download fixes this :-)

I would depend on the astropy-helpers package currently in Debian NEW:
astropy-helpers upstream author claims that it will be
backward-compatible [1], so using a newer version should not be a
problem. And, if there is something to be fixed, f.e. for a certain
Debian architecture, it could be just fixed in the astropy-helpers
package. Also, I would refer to Debian Policy 4.13 here [2].
