Well I did pick up the armdale octa which is 4xA15 (plus 4 not usable A7s)
for $200us a year or two ago.  It does not have support in the Debian
kernel as far as I know, although it does work with a plain upstream
Linus kernel at this point.  No SATA, but does have USB3 (although in
my experience often drops to USB2 for some reason some of the time).
With 2GB ram it has been a decent build machine, although I have been
looking for better too.

The beagleboard X15 is 2xA15 and should be available soon and be
around that price tag too, and does have SATA and USB3.  2GB ram too.
Probably not supported in Debian initially either but that could change
for Stretch perhaps.  Only half the CPU of the Arndale, but better
disk support.

The hikey is within budget and has 8 A53 cores (so 64bit) but only 1GB
ram, and no SATA and USB2 only.
