There are devices where u-boot is stored in flash not in filesystem. Are they not-upgradeable then too?
UEFI has a way to update itself called 'UEFI Capsule' iirc. You install new package and on reboot UEFI updates itself (or require you to select 'upgrade' option from boot menu).
