The debian-installer currently has no support for any H3-based
devices because the installer is based on the mainline Linux
kernel and H3 support in the mainline kernel is just in its
infancy. Some further parts necessary for supporting the H3 are
planned to go into kernel 4.5, but even then one important issue
remains: there is no functioning network driver for the H3
ethernet controller in the mainline kernel - the corresponding IP
block in the H3 appears to be largely different from the one in
older Allwinner SoCs such as the A10/A13/A20, so the existing
dwmac-sunxi driver doesn't work on the H3. AFAIK somebody is
working on H3 ethernet support, but that will probably require
quite some time.
You could theoretically use debootstrap to build a Debian root
filesystem and customize that manually, try to build yourself a
suitable kernel and a suitable u-boot from the andoid sources for
the Orange PI Plus and then contruct an SD card image from these
parts, but that requires rather deep technical knowledge.
