Yes. It was bootstrapped on debian-ports first, and is now being
'officially' bootstrapped as part of debian proper. Some packages from
debian-ports are used to simplify dependency-cycle breaking on
debian. Once everything built on debian-ports (currently 88% or
archive built) is also built in debian (curently 74% of archive
built), the debian-ports instance will be removed.
