FWIW you could get a USB-Ethernet dongle pretty cheaply I think. Which
might simplify things if you can't get the TP-Link to send the necessary
DHCP options.

If I were you I'd be very wary of disabling DHCP on the TP-Link and
moving it to the Debian box while on the other side of the world ;-)
Unless most stuff (including the Debian box) is using static addresses.

If you can't configure the TP-Link to do the right thing it might be
possible to configure it to ignore particular MAC addresses and then
deploy a dhpc server on your Debian box which only responds to specific
addresses.
