You need to have Debian installed on your ARM system. Then run

dpkg -i dillo_0.8.5-4.1_arm.deb

on the ARM system to install dillo. If you don't have Debian on your
ARM system, then you shouldn't be using a .deb package. dpkg will be
installed on a properly configured Debian installation. There is no
need to build it.
