Try the latest version of the installer.  Get them from
<ftp://ftp.uk.debian.org/debian/dists/proposed-updates/disks-arm/current>
but replace riscpc/images-1.44/root.bin with the root-riscpc.bin from 
ftp.armlinux.org:/debian/boot-floppies/experimental/potato.
