chown problem
I have installed debian-image_990220.tar.bz2, but chown doesn't work, error
message as follows :

chown: binary-arm: Function not implemented
chown: binutils_2.9.1.0.19a-4_arm.deb: Function not implemented
chown: bzip2_0.9.0c-2_arm.deb: Function not implemented
chown: cpp_2.91.60-5.1_arm.deb: Function not implemented
chown: gcc_2.91.60-5.1_arm.deb: Function not implemented
chown: less_332-4.1_arm.deb: Function not implemented
chown: libc6-dev_2.1-3_arm.deb: Function not implemented
tar, cp and dpkg are also affected.
I am using Kernel 2.0.35 (with RMK's patch-arm-2.0.36-19990109) on a
Acorn Risc PC 600 with ARM610 processor. Debian is running in a
chroot environment.
