Bug#839227: apache2ctl and init.d script conflicted

If I start apache2 with /etc/init.d/apache2 start all works well, if I
start apache with apache2ctl start, then I got several problems like:
- logrotate doesn't work (as bug #661735)
- service apache2 reload doesnt' work and systemctl status tell that
  apache2 was inactive (see also bug #803190)

This is repeatable also on fresh installation.

To resolve this problem exec:
apache2ctl stop
/etc/init.d/apache2 start

Please change the apache2ctl beaviour.
