Bug#717693: apache2: make possible to use "apache2_invoke disconf" in postinst

Dear maintainers,

While trying to fix #669803 (Sympa package) I noticed that it's not possible
to use "apache2_invoke disconf" from the postinst script.

Sympa is shipped with a web interface and a SOAP web service. In order to
switch to apache 2.4, we will provide the following configuration
files:
 - /etc/apache2/conf-available/sympa.conf
 - /etc/apache2/conf-available/sympa-soap.conf

(They were previously located in /etc/sympa with symlinks from
/etc/apache2/conf.d/)

Historically, we had a debconf question asking to enable or not the SOAP
webservice. It means that we need to be able to 'enconf' or 'disconf'
sympa-soap.conf from the postinst but it's not possible using the
apache2_invoke helper.

Is there a reason why "apache2_invoke disconf" is disabled in postinst?

Is it possible to enable it?
