This is a transition coordination bug. According our plan formulated in
#661958, these packages need to be transitioned before we can upload to Sid.

- mod_php (#666820)
- mod_security (#666848)
- mod_wsgi (#666818)
- mod_dnssd (gnome-user-share; #666829)
- mod_jk (#666851)
- mod_fcgid (#666863)
- subversion (#666794)

Let's track progress here.

Now that we consider Apache and all relevant reverse dependencies
satisfied in Unstable, it's about time to migrate to Testing as soon as
the Release Team considers it.
