Bug#664299: Helping to update to packaging format 3.0

I don't see any urgency for migrating away from dpatch either. I am 
planning to migrate apr and apr-util to format 3.0 for wheezy, but 
even if it doesn't work out, dpatch will continue to work for wheezy.

While I am thankful for your patches, I havn't had time to review and 
integrate them into our svn repository, yet. Right now, we are busy 
with other things that are more urgent (the apache2 2.4 transition), 
and it may take some time until apr and apr-util are overhauled. Until 
then, please don't NMU these packages with such intrusive changes as 
switching to a different patch system. It would just create problems 
if we need to upload a quick bug fix, and as pointed out above, there 
is no urgency.

apr and apr-util have been using hardening build options since 
squeeze, so this is no reason for an upload or a change to DH 9, 
either.
