I just did so. Feel free to edit the newly created page on [1].
Regarding actual work and formulated some own ideas. Regarding packaging
work I just started by importing a 2.3 snapshot. I think I will spend
some more work with it and then just push my changes in a new branch.

Obviously this will be far from complete or usable. Do we need any
push-policies regarding broken and/or incomplete stuff or shall we just
do it(tm) and see how it goes [2]?

It works for me too, as of now. It didn't work on your repository on
sfritsch.de, now all seems fine.
