Bug#639291: apache2.2-common: a2ensite message grammar error plus improvement

Previously the a2ensite/a2dissite script wrote:
  Run '/etc/init.d/apache2 reload' to activate new configuration!

Now it says:
  To to activate the new configuration, you need to run:
    /etc/init.d/apache2 reload

That change introduced the obvious grammar that should be fixed.  But
this would be a good time to improve the message.  Now that the
'service' command exists in Debian it would be an improvement to
suggest using it to provide a clean environment ensuring a predictable
runtime.

I suggest changing the message to this:

  To activate the new configuration, you need to run:
    service apache2 reload
