Bug#575380: apr: bump libtool build-depend

Hello,
while preparing a backport for apr, it FTBFS with a quite criptic msg about

_LT_DECL(, AS,      0, Assembler program)

It turned out the apr currently in testing needs libtool >= 2, while there is no
such versioned build-dep in the source package.

Simply b-d on 'libtool (>= 2)' and the package build fine, so you should tighter
that b-d.
