Bug#99401: marked as done (Apache should detect if port 80 is already in use)

If port 80 is already in use when Apache is installed, it says that it
starts Apache but really Apache only dies leaving a log entry but
nothing else to indicate it died.

make_sock: could not bind to port 80

Apache should detect if there is already some other server at port 80,
like for example thttpd does.  Thttpd detects this and after it asks
which port to use instead of 80.
