Encodings added with AddEncoding are sent even if the client hasn't
sent an Accept-Encoding header.
This problem is most evident in subrequests, for example when there is
a README.gz in a directory with ReadmeName set to README. (Try
viewing a /doc/coreutils/ with the default httpd.conf.)
