I can think of atleast one better way, /etc/apache2/*.conf
/etc/apache2/conf.d/* .../mods-enabled/*.conf
.../sites-enabled/*.conf

You can change the grep in the init script to suite your needs and the
change will not be overwritten on upgrades since the init script is a
config file. I think that is an acceptable solution for people who
use a non-standard setup of storing log files in /etc.

That's exactly the point is the standard setup leaves symlinks in /etc, and the script finds them, and then goes and reads logs. Out of the box because of the broken globbing.
