apache2-common in Sarge has modules called mod_auth_anon.so and mod_auth_dbm.so
and installs .load files into /etc/apache2/mods-available/ (and symlink in
mods-enabled) to load them.

In the Etch version of apache2.2-common, these modules have been replaced with
mod_authn_anon.so and mod_authn_dbm.so respectively, for which new .load files
are installed. However during the upgrade the old .load files are not removed,
resulting in Apache trying to load the now-non-existant modules during start-up
which causes the start-up to fail.

Removing these files allows Apache start-up after upgrade from Sarge to succeed.

Thanks for your bug report. The bug concerns the upgrade from Apache 
2.0 to 2.2 but was unfortunately not fixed in time for Etch's 
release. It is also not severe enough to warrant a stable update. 
Therefore, the bug is not relevant anymore and I am closing it.
