Bug#475150: apache2.2-common: No possibility to supply defines (-D) on startup

in testing/unstable, this is already possible since 2.2.8-2 by setting 
APACHE_ARGUMENTS in /etc/apache2/envvars. (But it could use more 
documentation.)

In stable, this bug will not be fixed since it is just an enhancement 
request.
