Bug#439375: Regressions from default configuration file in Apache 1.3

As php5 requires me to upgrade to apache2, I've noticed a few possible
regressions in the default config file.
I believe, apache 1.3 had a DirectoryIndex line that included index.htm,
not just index.html
also, there's no <IfModule mod_mime.c> section in apache2.conf, so for
instance .cgi's aren't added to the cgi-script handler.
I'm able to fix these all myself, but they seem to be regressions from
1.3 that will make life harder on users that have to upgrade and port
their configurations
