a2enmod selects cgid if a threaded mpm is installed, as is recommended 
by upstream. Starting with 2.2.3-5, it even handles mpm-itk correctly 
and tells you what it is doing  ;-)

Probably you just thought you wanted cgi, but you really wanted cgid. 
Or what reason would you have to use cgi instead?
