Bug#435614: apache: incldue files describe different ABI than binary

Debian apperently creates a binary with HARD_SERVER_LIMIT=4096 (or
so), but installs include files that define HARD_SERVER_LIMIT=256 (the
default).
As some structures used by apache rely on the HARD_SERVER_LIMIT, this not
only breaks modules using the apache api, it also provides them with bogus
data (as structure offstes no longer work), which could create security
problems.
The solution is to use the same HARD_SERVER_LIMIT in both apache and
apache-dev.
