boa (lightweight httpd...) is installed. Installing apache doesn't
remove boa. apache fails to start cause can't get port 80...
apache should conflict boa.

No, it shouldn't.  It's perfectly valid to have multiple webservers
installed, using different ports.  (It's also perfectly valid to have
something else bound to port 80 that you installed yourself, there's no
way we can conflict against "anything using port 80")
