Bug#351450: apache2-utils: logresolve should be in /usr/bin, not /usr/sbin

According to the FHS, /usr/sbin is for programs "used exclusively by the
system administrator". However, logresolve is a generally useful package
for anyone who needs to resolve IP addresses to names, and requires no
particular privileges. /usr/bin would be a better location for it.
