Make a /usr/share/doc/apache2-doc/README.debian saying how one is
supposed to read the documentation.

E.g., one hasn't started apache yet as one should always read
documents first before operating equipment.
One does
$ lynx file:///usr/share/doc/apache2-doc/manual/index.html.en
doesn't work.  Firefox OK but clicking links breaks.
Well then tell the user how to start apache and what localhost URL to
use to browse the docs.
