Bug#349655: apache2-common: start handling through default file is wrong

Hi!
Please just set the runlinks with update-rc.d appropriately according
to the user question, not do it through a default file. This is simply
wrong, and turns the whole runlinks ad absurdum.
Pretty please, remove the default file, and run update-rc.d
appropriately, like e.g. this for people who don't want to have it
started at boot:
#v+
update-rc.d apache2 stop 91 0 1 2 3 4 5 6 .
#v-
That way people are able to tweak it right from the start editing the
links directly, or use runlevel editors such as sysv-rc-conf and bum,
like mentioned in the update-rc.d manpage.
Pretty please think about changing to this approach, to not bother the
administrators with extra tasks.
