Hmm:
$ apt-cache depends apache2-mpm-worker
apache2-mpm-worker
Depends: libapr0
Depends: libc6
Depends: libdb4.2
Depends: libexpat1
Depends: libldap2
Depends: libpcre3
Depends: libssl0.9.7
Depends: zlib1g
Depends: apache2-common <-----------------
Conflicts: apache2-mpm-prefork
Conflicts: apache2-mpm-perchild
Replaces: apache2-mpm-threadpool
$ dpkg -L apache2-common | grep var\/run
/var/run
/var/run/apache2
So where is the problem? Did you manage to not install apache2-common?
