when I issue 'apache-modconf apache' I get the following error:
Error: mod_frontpage.so does not have a corresponding .info file.
The above errors might cause apache to not work properly or start

Adding a dummy 500mod_frontpage.info (I guess the 500 could be any
number) in /usr/lib/apache/1.3 with dummy content removed the warning for m=
e.

clearly you have mod_frontpage installed.
This is not part of the apache package.
