Bug#287018: apache-common: saying "/var/lib/apache/mod-bandwidth/ is world writable" doesn't fix it

Package: apache-common
Version: 1.3.33-2
Severity: normal

The "/var/lib/apache/mod-bandwidth/ is world writable" bug, mentioned in
#257108, cannot be resolved by just documenting that the problem exists.

The upstream documentation (http://www.cohprog.com/v3/bandwidth/doc-en.html) now says:

Create the needed directories and make sure that they are "read/write/execute"
for the user under which Apache run.

The documentation no longer asks for world-writable directories.
