For we NO_START=1 folks, upon shutdown, we still see disturbing
   Could not determine the server's fully qualified domain name, using
   127.0.0.1 for ServerName
   Syntax OK
messages.  Perhaps you could use pidof(1) to check if apache2 is
really running first or something instead.

By the way, saying
   Not starting apache2 - edit /etc/default/apache2 and change NO_START to be 0.
is the longest boot message in the house. I would say
   Not starting apache2 as per /etc/default/apache2.
