As noticed submitter of  #262328 the cgi module may not be enabled by 
default in apache2 so maybe this is the reason of this strange 
behaviour.
I'm reassigning the bug to apache2 package.

I still use apache 1.3 and I know that dwww works well with it, so 
probably the page generated by apache2 was cached by your browser (e.g. 
elinks do so) and you need to tell the browser to refresh it?
