Please check if
- /etc/apache2/mods-enabled/cgi.load is a symlink to
/etc/apache2/mods-available/cgi.load
- /etc/apache2/mods-available/cgi.load contains
LoadModule cgi_module /usr/lib/apache2/modules/mod_cgi.so
