Bug#264899: apache: content length missing from HTTP headers.

This causes all sorts of problems not only just a missing ETA, "wget -c"
fails to even try for one. I mailed mime-support@packages.debian.org about
the *.iso mime problem.
There is no clear way to turn this on, this is another bug that should be
fixed/documented.
