Bug#263515: apache2-common: Should offer dummy /etc/default/apache2

Package: apache2-common
Version: 2.0.50-7
Severity: normal

I can read /etc/init.d/apache2 to figure out I need
/etc/default/apache2.

But if you were going to offer START switch through
/etc/default/apache2, why did not you offer template file with comment
there. I do not see any file installed there.

Please add /etc/default/apache2:
-----
# Change following to NO_START=1 if you do not want to start apache2
NO_START=0
-------
