What I'm trying to obtain is the apxs utility for Apache2, which
resides in the apache2-prefork-dev package.  This package is getting
unmet dependencies when I try to apt-get it.

Your mirror has not caught up - the -dev packages are arch all, which means
they don't need to be built, but apache2-common has to be built for your
architecture, and it obviously hadn't been by the time your mirror updated.
Wait 24 hours and try again.
