Bug#261823: Userdir module directives in apache2.conf

I cannot a2dismod userdir, because then the UserDir directives in
/etc/apache2/apache2.conf will fail.

Workaround:

- Place <IfModule mod_userdir.c></ifModule> around the two directives, or
- (better solution) move the 'UserDir disabled root' directive to
  /etc/apache2/mods-available/userdir.conf (the other directive is already
  available in that file, as a duplicate).
