Bug#260756: apache2-common: mpm-prefork fails to starts if cgi module (and others) enabled since it's compiled in

After the upgrade, the same problem.  I report this against apache2-common
since cgi.load is in that package.

Fix?  Well, at least document what's compiled in.  Haven't found that in
doc/apache2-mpm-prefork.

I wonder that no-one has reported that yet... but maybe they're as burned by
ass... obnoxious maintainers as much as I am, and find it easier and quicker
and less stressful to just fix it (outcommenting the LoadModule commands or
just disabling the relevant modules) than to report it.

I wonder whether a "social skills" course for maintainers would really be
such a bad idea.
