A criterion is:
"It must have been in unstable for 10, 5 or 2 days, depending on the
urgency of the upload;"

As the changelog notes:

   apache2 (2.0.50-2) unstable; urgency=high

     * Make a2enmod a bit more robust (Closes: #258149, #258145)
     * Should really be urgency=high to get into testing quick

The extra releases in quick succession kept resetting the time for the
packages to get into testing.

The QA page is also highly informative:

Testing Status is "2 days old (needed 2 days)". So it should be in
testing very soon.
