Package: apache2-common
Version: 2.0.49-1
Severity: minor

Why not have a html page as start page that lets you know that the
config files are in /etc/apache2 ?? I downloaded the source to look
and found it in "README.Debian". (This is something that is compiled
in.)

Because /usr/share/doc/<package-name>/README.Debian is the standard place to
put documentation in debian, and that's where the documentation is.
Hence, not a bug.
